近日,又一個重大金融罪犯跑了!三聯集團負責人徐少東吸金洗錢遭重判12年,上週未依規定向派出所報到,傳出已偷渡逃亡,但法院遲至今日尚未發布通緝。
更離譜的是,徐少東早有多次通緝未到案的紀錄,還違反《反滲透法》被起訴,法院曾於裁定理由指出,有私下管道能出境,但徐少東不僅人未被羈押在外面趴趴走,更沒被實施電子監控,這到底誰要負責?院檢還要繼續互踢皮球?
此外,我接獲檢舉,有調查官以祕錄設備偷拍未成年女性裙底,如此令人髮指的行為,兩個禮拜過去了,調查局遲至今日尚未停職,我要求調查局儘速開考績會依法懲處。
角頭吳明達於1999年犯下殺人罪後遭判無期徒刑確定,2017年法務部假釋出獄付保護管束,結果吳明達出獄後繼續犯罪,買凶殺人、洗錢、詐欺、恐嚇取財樣樣都來,當初的假釋到底是怎麼做的?真的有符合悛悔實據的要件?
也難怪人民對無期徒刑毫無信心,即便犯下殺人罪遭判無期徒刑,也只關了十多年就假釋,無期徒刑根本形同虛設!鄭銘謙部長說,有研擬重大犯罪不得假釋法案,目前行政院審查中,到底行政院還要「研議」多久?卓榮泰院長還要無視人民的憤怒到何時?
2012年,民間司改會曾開記者會展開「追緝惡檢」行動,對檢察官問案威脅、恐嚇、逼人認罪、押人取供的不當做為,提出沉痛的控訴,十多年過去了,當初主導行動的林峯正、顧立雄跟尤伯祥,也早成為民進黨政府的高官,但這些問題不存在了嗎?我要求法務部長回去瞭解第一線實務,到底檢察官是如何問案的。

As President Lai's administration nears its one-year mark, public dissatisfaction with judicial reform has reached alarming levels. Multiple media-conducted polls indicate that judicial reform not only ranks lowest in public satisfaction but also tops the list in terms of public disapproval. Yet, in the face of mounting outrage, Minister of Justice Cheng Ming-chien(鄭銘謙) audaciously claims that judicial reform has earned a "passing grade." Such a claim is not only out of touch—it is a disgrace.
Just recently, another high-profile financial criminal has escaped justice. Hsu Shao-tung(徐少東), head of the Sanlian Group(三聯集團), was convicted of illegal fundraising and money laundering, receiving a 12-year prison sentence. Last week, he failed to report to the police station as required, and it is now believed he has illegally fled the country. Shockingly, as of today, the court has yet to issue a wanted notice.
Even more troubling is Hsu Shao-tung's long record of evading law enforcement, including prior indictments under the Anti-Infiltration Act(反滲透法). The court had already acknowledged his access to private means to leave the country, yet he was neither detained nor subjected to electronic monitoring. How could such a blatant risk be so grossly ignored? Who will be held accountable for this glaring failure? Are our courts and prosecutors content with merely passing the buck?
The situation is no better within our investigative agencies. I have received credible reports that an investigator used covert devices to secretly record inappropriate footage of underage girls—an appalling act that reportedly occurred two weeks ago. Yet the Investigation Bureau has not suspended the official in question. I call on the Bureau to immediately convene a disciplinary committee and initiate legal proceedings. Inaction in such cases is not only negligent—it is complicity.
The pattern of systemic failure continues. Wu Ming-ta(吳明達), an organized crime figure convicted of murder in 1999 and sentenced to life imprisonment, was granted parole with protective supervision in 2017 by the Ministry of Justice. Since his release, Wu has been implicated in a series of serious crimes, including hiring assassins, money laundering, fraud, and extortion. On what basis was his parole approved? Was there truly "clear evidence of remorse," as required by law?
It is no surprise that public faith in life sentences has collapsed. When even convicted murderers can walk free after a dozen years, what message does that send about justice and accountability? Minister Cheng Ming-chien has stated that a bill to prohibit parole for major crimes is currently under review by the Executive Yuan. But how long does the Executive Yuan intend to "deliberate"? And for how much longer will Premier Cho Jung-tai(卓榮泰) ignore the growing public outrage?
Let us not forget: in 2012, the Judicial Reform Foundation launched its "Tracking Rogue Prosecutors" campaign, exposing systemic abuses—coercion, intimidation, forced confessions, and illegal detentions. More than a decade has passed. The key figures behind that movement—Lin Feng-jeng(林峯正), Wellington Koo(顧立雄), and Yu Po-hsiang(尤柏祥)—have since ascended to prominent positions within the current Democratic Progressive Party administration. But have these deep-rooted problems truly been resolved?
I call on Minister Cheng Ming-chien to personally investigate how prosecutors are conducting interrogations today. This administration cannot claim progress while turning a blind eye to institutional failure, judicial negligence, and abuse of power.
