#國昌質詢 國家要發展地熱發電，只要正當並安全，不會有人反對。

然而，我接獲檢舉，豐宇綠能以6710萬取得經濟部委託大屯火山群馬槽地區地質鑽探標案，探勘井去年12月16日發生井噴，並傳出巨大噪音，讓鄰近的住戶和遊客都嚇了一跳；自發生井噴後，到這個月11日、12日狀況仍持續，許多經過的人看不下去紛紛拍照檢舉，直到今天質詢，經濟部官員才坦承目前封井仍在進行中，為何拖了那麼久，備詢現場則沒人搞得清楚狀況。

非常離譜的是，這已經不是第一次發生井噴，2023年4月即發生過，同年7月陽管處要求研提處理對策、妥善因應，隔沒幾天卻又發生第二次井噴，有害空氣汙染物硫化氫濃度高達90ppm，超過法定標準9倍之多！

我要求經濟部邀儘速查明並處理，不能讓這樣既危險又會造成汙染的現象持續發生，威脅人民的健康安全。

Translation:

The country is committed to developing geothermal power, and as long as it is done safely and responsibly, it should not face opposition.

However, I have received complaints about Feng Yeu Green Energy (豐宇綠能), which secured a bid from the Ministry of Economic Affairs (經濟部) for geological drilling in the Matsao geothermal area of the Tatun Volcano Group (大屯火山群馬槽地區) for NT$67.1 million. On December 16th of last year, the exploration well experienced a blowout, producing loud noises that alarmed nearby residents and tourists. The blowout persisted until the 11th and 12th of this month, and many passersby reported the issue by taking photos. It wasn’t until today’s interpellation session  that officials from the Ministry of Economic Affairs finally admitted that the exploration well is still being closed. The delay in addressing the situation remains unclear.

What is particularly outrageous is that this was not the first blowout. The first incident occurred in April 2023. In July of the same year, the Yangmingshan National Park Headquarters (陽明山國家公園管理處) requested that proper strategies and responses be put in place. Yet, within just a few days, another blowout occurred, during which the concentration of hazardous hydrogen sulfide (硫化氫) reached 90ppm—nine times the legal limit.

I urge the Ministry of Economic Affairs to investigate this matter promptly and take appropriate action to prevent such dangerous and polluting incidents from continuing to threaten public health and safety.
