#國昌質詢 去年考試院正副院長還考試委員人事同意權審查時,被提名人們做了許多的承諾,認為《公務人員安全及衛生防護辦法》、考績制度等等都應該改革,因此,台灣民眾黨黨團與我也願意相信被提名人們會履行在國會做出的莊嚴承諾,只否決了一位被提名人。
既然也順利就任,那麼,該監督的還是要嚴格監督。
《公務人員安全及衛生防護辦法》(安衛辦法)超過十年未修正,沒有罰則成為最大的問題,細究其原因,在於母法《公務人員保障法》並未授權;今天,很高興能在考試院的立法計畫中看到將提出修法草案,我提醒劉秘書長希望能再加快速度,才能在本會期順利三讀。
今年2月,保訓會預告修正安衛辦法,然而,存在的問題依舊,在母法未授權的情況下,依舊無法產生任何嚇阻效力,我也提醒劉秘書長,母法子法是否能勾稽,才是能否履行改革承諾的關鍵。
長期被詬病的考績制度,「官等愈大甲等愈多」等問題去年被提名人在回覆給台灣民眾黨黨團的問卷都嚴厲的批判,然而,非常遺憾,當我今天具體請教銓敘部何時要提案修法,卻只得到無窮盡的官話,以及無止盡的研議。我要鄭重提醒周弘憲院長和許舒翔副院長,承諾要改革,就不要用研議來拖延,否則,只會讓國人感到失望。

During last year's personnel consent review for the President, Vice President, and members of the Examination Yuan(考試院), the nominees made numerous commitments, emphasizing the need for reforms in the Public Servants'Safety and Health Protection Act(公務人員安全及衛生防護辦法) and the performance evaluation system. The Taiwan People's Party(台灣民眾黨) caucus and I chose to believe in their solemn promises before the legislature, ultimately rejecting only one nominee.
Now that they have successfully taken office, strict oversight remains essential.
The Public Servants'Safety and Health Protection Act(公務人員安全及衛生防護辦法) have not been amended in over a decade, with the lack of penalties being the most pressing issue. Upon closer examination, the root cause lies in the Civil Service Protection Act(公務人員保障法), which does not grant the necessary legal authorization. Today, I am pleased to see that the Examination Yuan's legislative plan includes a draft amendment. However, I urge Secretary-General Liu to expedite the process so that it can pass the third reading within this legislative session.
In February of this year, the Civil Service & Training Commission(公務人員保障暨培訓委員會) announced amendments to the Public Servants'Safety and Health Protection Act. However, the fundamental issues remain unresolved. Without proper authorization from the parent law, these amendments lack true deterrent power. I remind Secretary-General Liu that ensuring a clear and effective link between the parent law and its subsidiary regulations is key to fulfilling the promised reforms.
The long-criticized performance evaluation system-where "the higher the rank, the more Grade A evaluations"-was severely condemned by the nominees in their responses to the Taiwan People's Party caucus questionnaire last year. Yet, when I questioned the Ministry of Civil Service(銓敘部) today about the timeline for proposing amendments, I received nothing but bureaucratic rhetoric and endless discussions.
I solemnly remind President of the Examination Yuan Chou Hung-Hsien(周弘憲) and Vice President Hsu Shu-hsiang(許舒翔): if you have pledged reform, do not use prolonged discussions as a means of delay. Failure to act will only lead to public disappointment.
