今天，我問洪申翰部長台灣工時是否應縮減、增加放假日？部長雖然不太清楚台灣勞工具體年總工時，但表示工時部分有檢討空間，在國定假日部分，法規主管機關雖然是內政部，但從勞動部角度確實覺得有正向討論空間。
洪申翰部長不管是以前在社運界、還是上一任擔任立委時，曾提出要增加國定假日的主張，都讓勞工朋友充滿期待。不過，很多勞工朋友都很擔心部長是否會貫徹主張，還是會跟內政部一樣，其實並沒有要增加放假日的打算。我希望洪申翰部長說到做到，不要只停留在檢討的階段，具體貫徹過去增加國定假日的主張，造福勞工朋友。
除了國定假日，對很多受薪家庭來說，「家庭照顧假」的使用是很重要的事情。不過，婦女新知基金會董事長姜貞吟曾說：「勞工一年的事假最多是14天，7天家庭照顧假又併入計算，其實對勞工來講，就是看得到但用不到的家庭照顧假。」
今天我具體請問部長，民眾黨團提出家庭照顧假「假別獨立、天數增加且應該支薪」部長是否贊成？洪申翰部長回應，照顧不離職是勞動部重要政策，家庭照顧假調整是路徑之一，但隨即又說：因應財劃法甫修法，在財政上面就有所考量。
倘若在財政上有所考量，我就要問，歷年民進黨政府所濫用的納稅錢，要不要追討？去年，審計部調查發現2022-2024年就安基金有5,174萬不符用途，過去五年共有7,224萬遭濫用，上會期我質詢時立場很清楚：「所有被不當挪用的錢全部都要追回來。」針對許銘春部長濫用公款拍個人沙龍照，我上個會期請洪部長問許前部長「部長的個人沙龍照為何由納稅人買單?」
然而，勞動部今天則的回應避重就輕，對於是否追討回來沒有具體回應，只說「我們目前都按照審計部的要求在進行，最後該怎麼處理，尊重審計部判定。」針對許銘春沙龍照，洪申翰部長也承認並沒有去詢問許銘春前部長。
勞動部到底是真的在檢討，還是質詢台上說一套、台下做一套，我想社會大眾都看得很清楚。我的立場一樣，人民的納稅錢一定要追回來，絕對不能讓行政機關幫過去的錯誤文過飾非。

After the Democratic Progressive Party (DPP) government came to power in 2016, President Tsai made six major promises to workers, with the first being a declaration to "reduce the annual total working hours." However, comparing the "island of overwork"(過勞之島) in 2016, with annual total working hours of 2,035, to 2024's 2,030 hours, the difference is negligible.
Today, I asked Minister Hung Shen-Han(洪申翰) whether Taiwan's working hours should be reduced or public holidays increased. Although the minister was not very clear about the specific annual total working hours of Taiwanese workers, he stated that there is room for review regarding working hours. Regarding public holidays, while the Ministry of the Interior is the regulatory authority, the Ministry of Labor does see room for positive discussion from its perspective.
Minister Hung, whether in his previous role in social movements or during his last term as a legislator, had proposed increasing public holidays, which raised high expectations among workers. However, many workers are concerned about whether the minister will follow through on his proposals or, like the Ministry of the Interior(內政部), has no real intention of increasing public holidays. I hope Minister Hung will deliver on his promises and not stop at the review stage, but instead concretely implement his past proposals to increase public holidays, benefiting workers.
In addition to public holidays, for many salaried families, the use of "family care leave"(家庭照顧假) is a crucial matter. However, the director of the Awakening Foundation(婦女新知基金會),Jiang Zhen-Yin (姜貞吟), once said, "Workers are entitled to a maximum of 14 days of personal leave per year, and the 7 days of family care leave are included in this calculation. For workers, family care leave is something they can see but cannot take."
Today, I specifically asked the minister whether he supports the proposal by the Taiwan People's Party(民眾黨) caucus to make family care leave a separate category, increase the number of days, and make it paid. Minister Hung responded that ensuring care without resignation is an important policy of the Ministry of Labor(勞動部), and adjusting family care leave is one of the paths to achieve this. However, he immediately added that, given the recent amendment to the Act Governing the Allocation of Government Revenues and Expenditures"(財政收支劃分法), financial considerations must be taken into account.
If financial considerations are a concern, I must ask whether the misuse of taxpayers' money by the DPP government over the years should be recovered. Last year, the National Audit Office(審計部) found that from 2022 to 2024, NT$51.74 million of the Employment Security Fund(就業安定基金) was used inappropriately, with a total of NT$72.24 million misused over the past five years. During the last legislative session, I made my stance clear: "All improperly misused funds must be recovered." Regarding former Minister Hsu Ming-Chun(許銘春)'s misuse of public funds for personal salon photos, I asked Minister Hung in the last session to question former Minister Hsu, "Why were the minister's personal salon photos paid for by taxpayers?"
However, the Ministry of Labor's response today was evasive, providing no concrete answer on whether the funds would be recovered. They only stated, "We are currently following the requirements of the National Audit Office, and the final decision will respect the Audit Office's judgment." Regarding the salon photos, Minister Hung also admitted that he had not inquired with former Minister Hsu.
Is the Ministry of Labor genuinely reviewing these issues, or are they saying one thing on the questioning platform and doing another behind the scenes? I believe the public can see this clearly. My stance remains the same: taxpayers' money must be recovered, and administrative agencies must not cover up past mistakes.
