#國昌質詢 台鐵弊案頻頻,然而,最讓人無法接受的是,錯誤的決策導致公帑被浪費,最後全都沒人負責,倒楣的只有納稅人。

台鐵新引進的EMU3000新自強號座椅難座,不但乘客抱怨連連,連交通部部長陳世凱都在備詢時坦言要改進,詎料,我今天質詢改進的進度,次長說改善還沒開始進行,至於改善要多耗費1億8450萬由誰來負責,根本不敢回答,對台鐵來說,難道因為花的是稅金,所以不需要有人為錯誤的決策負起責任?

台鐵浪費公帑不僅這樁,花了6000萬找詐騙廠商理立系統做列控4.0,結果去年我質詢運安會主委,主委直言系統根本不能用,迄今為止,同樣沒人負責,台鐵只想以拖待變,要人民如何接受?

此外,台鐵斥資4.8億採購遮斷機提升平交道安全,卻同樣故障連連,工程進度不斷延宕以外,基層根本就不想裝,目前最新的安裝進度只有28%,前一次我質詢時前董事長杜微說年底可以裝完,今天改口說要到明年7月,至於誰要負責,一樣回答不出來。

前一次質詢遮斷機弊案時,杜微說問題在改善後的確是收斂的,然而,這樣的說法根本禁不起檢驗,我接獲檢舉今年1月,因為遮斷桿無法升起,導致機車騎士撞到摔倒受傷,這就是台鐵口中的收斂嗎?

當我質疑遮斷機弊案,台鐵膝反射的反應是推說電源老舊有問題,要再花錢改善,浪費人民的血汗錢,彌補台鐵的錯誤決策,是把人民當成笨蛋嗎?

Translation:
The Taiwan Railway Corporation has been embroiled in frequent scandals, but what is most unacceptable is its flawed decision-making, which results in the waste of public funds, with no one held accountable. Ultimately, it is the taxpayers who bear the burden of these failures.

A recent example is the newly introduced EMU3000 Tze-Chiang express train, whose seats have drawn widespread complaints from passengers due to their discomfort. Even Transportation Minister Chen Shih-kai(陳世凱) admitted during a parliamentary session that improvements are necessary. However, when I inquired about the progress of these improvements today, the Deputy Minister revealed that no action had been taken. Worse still, when I asked who would be responsible for the additional NT$184.5 million cost of these improvements, there was no response. Does TRA believe that, because it is spending taxpayers' money, no one needs to be held accountable for such poor decision-making?

This waste of public funds is not an isolated incident. Taiwan Railway Corporation spent NT$60 million on a fraudulent company,LILEE SYSTEMS(理立系統), for its train control 4.0 system. Last year, when I questioned the Director-General of the Transportation Safety Board(國家運輸安全調查委員會), he openly admitted that the system is unusable. Yet, to this day, no one has been held responsible. Taiwan Railway Corporation seems to have adopted a strategy of indefinite delays. How can the public accept this?

Moreover, Taiwan Railway Corporation spent NT$480 million to procure automatic railway gate control system intended to enhance safety at level crossings. Unfortunately, these gates frequently malfunction, the project has been repeatedly delayed, and grassroots staff are unwilling to install them. As of now, only 28% of the installation has been completed. When I previously questioned former chairman Du Wei(杜微), he promised the installation would be completed by the end of the year. Today, he revised that statement, saying the project will be delayed until July of next year. Once again, there was no answer regarding who will take responsibility.

When I raised concerns about the railway gate control system scandal, Du Wei claimed the issue had been resolved and improvements had been made. However, such statements do not stand up to scrutiny. In January of this year, I received a complaint about a motorcyclist who was injured after colliding with a automatic gate that failed to rise. Is this what Taiwan Railway Corporation calls "improvement"?

In response to the railway gate control system scandal, Taiwan Railway Corporation's reflexive response has been to blame outdated power systems and propose further spending on improvements. Wasting taxpayers' money to cover up Taiwan Railway Corporation's poor decision-making - does Taiwan Railway Corporation think the public is foolish?
