#國昌質詢 我持續追蹤綠色權貴鍾文智棄保潛逃弊案，高等法院去年10月竟然沒做裁定就不延長科技設備監控，嗣後更甩鍋檢察官稱，檢察官於電話中對此沒有意見，這是真的嗎？

令人難以接受的是，鄭銘謙部長說，高檢署還在調查瞭解中，到底還要拖多久才要給社會一個交代？難道要拖個半年、一年，等到整個社會都忘記？東窗事發後，高院、高檢互踢皮球，沒有人要負責？

即便去年10月檢察官不知道高院不延長科技設備監控，但在去年12月16日，高院延長鍾文智限制出境、出海的裁定就白字黑字指出，鍾文智科技設備監控已經解除，為何檢方毫無作為？沒發現根本沒裁定？

更離譜的是，高院法官今年1月還暫時解除鍾文智限制出境、出海，使其赴香港擔任「大灣區碳中和新趨勢峰會：大灣區綠色科技、碳權、金融、數字與人工智能」峰會主講人，搞詐騙洗錢的金融重犯，搖身一變成為碳中和專家，讓人目瞪口呆。

何況，一查便發現，該峰會鍾文智根本未擔任主講人，鍾文智去香港根本是假開會、真逃亡，預先規劃逃亡路徑與辦理護照！當初法官是閉著眼睛在做裁定？為何檢察官也沒有意見？

民進黨立委郭國文說得很好，跟鍾文智有關的都要徹查金流，我希望檢方全面徹查，不要因為有特殊關係就放著不辦！

I have been closely following the case involving the green elite Chung Wen-chih(鍾文智)'s bail-jumping and escape scandal. In October of last year, the High Court failed to make a ruling and did not extend the monitoring of technological equipment. Subsequently, they shifted the blame to the prosecutor's office, claiming that the prosecutor had no objections during a phone call. Is this truly the case?

What is even more concerning is the statement made by Minister Cheng Ming-chien(鄭銘謙), who mentioned that the High Prosecutors Office is still investigating the matter and trying to understand the situation. How much longer will it take to provide an explanation to the public? Will this drag on for six months, a year, until the entire society forgets? Since the incident came to light, the High Court and the High Prosecutors Office have been passing the blame to each other, with no one taking responsibility.

Even if the prosecutor was unaware in October last year that the High Court had not extended the monitoring of Chung Wen-chih's electronic device, the High Court's ruling on December 16, which extended Chung Wen-chih's travel restrictions, explicitly stated that the monitoring of his electronic device had been discontinued. Why did the prosecutor take no action at that point? Did they not notice the absence of a ruling?

What is even more outrageous is the fact that in January of this year, the High Court judge temporarily lifted Chung Wen-chih's travel restrictions, allowing him to travel to Hong Kong to serve as the keynote speaker at the "GBA Carbon Neutrality New Trends Summit" which covered topics like green technology, carbon rights, finance, digitalization, and artificial intelligence(大灣區碳中和新趨勢峰會：大灣區綠色科技、碳權、金融、數字與人工智能). A financial criminal, involved in fraud and money laundering, suddenly transformed into a so-called carbon neutrality expert, leaving everyone dumbfounded.

Upon further investigation, it was revealed that Chung Wen-chih was not even a keynote speaker at the summit. His trip to Hong Kong was a sham, a carefully orchestrated escape with a pre-planned route and passport processing. Were the judges blindfolded when making this ruling? And why did the prosecutor fail to object?

As DPP legislator Kuo Kuo-wen(郭國文) rightly pointed out, all financial flows related to Chung Wen-chih must be thoroughly investigated. I strongly urge the prosecution to conduct a comprehensive investigation and ensure that special relationships do not hinder the pursuit of justice.
