#國昌質詢 今天台灣時間中午12點，美國新關稅政策課予台灣32%高關稅已正式生效，對台灣衝擊甚鉅，我詢問郭智輝部長經濟部是否已經完成衝擊影響評估，郭智輝說已經完成，既然已經完成，我就靜待經濟部今天會後提供。

賴清德總統6日表示，跟美談判關稅從0%開始談，然而，如果假設不是與美國簽訂雙邊貿易協定（BTA），但，仍舊把關稅降低，那可能會涉及WTO世界貿易組織最惠國待遇原則的適用，其他國家議會援引，倘若真如此，對台灣所造成的衝擊會遠遠超過目前的範圍，不可不慎。

質詢中令我訝異的是，郭智輝直言行政院在7日會議上提供給立法院的資料，因為他不是委員，所以並沒有看過；此外，美國新關稅政策的公式他看不懂，所以當然不支持。郭智輝的坦白，或許也印證了賴清德政府在因應美國新關稅政策上的準備嚴重不足。

防範洗產地是美國新關稅政策下的重點之一，當我國絕對不允許有廠商有洗產地行徑的同時，我也要求國發會應在一週內查明國發基金投資的公司是否存在洗產地的行徑，絕不能因少數的害群之馬，傷害國家。

At 12:00 noon today, Taiwan time, the United States' new tariff policy, imposing a significant 32% tariff on Taiwan, officially came into effect, marking a pivotal moment with considerable implications for Taiwan's economy. I sought clarification from Minister J.W. Kuo(郭智輝) regarding the Ministry of Economic Affairs' assessment of the policy's impact. Minister Kuo confirmed that the impact assessment had been completed. Given this, I look forward to receiving the Ministry's detailed report following today's meeting.

President William Lai(賴清德) had previously indicated on the 6th that tariff negotiations with the U.S. would begin at a 0% rate. However, he cautioned that reducing tariffs without a formal bilateral trade agreement(BTA) could invoke the World Trade Organization's Most-Favored-Nation(MFN)  treatment, which might lead to unintended consequences. Should other countries invoke MFN, the impact on Taiwan could extend far beyond the immediate scope of the new tariff policy, a scenario that must be carefully managed.

What struck me during the inquiry was the candid acknowledgment of Minister J.W. Kuo(郭智輝).He had not reviewed the information provided by the Executive Yuan to the Legislative Yuan on the 7th, as he is not a committee member. Additionally, he admitted that he struggled to understand the formula behind the U.S.'s new tariff policy and, as a result, could not fully support it. This frank admission perhaps underscores the significant gap in preparedness within President William Lai's administration in addressing the U.S.'s new tariff strategy.

One of the critical aspects of the U.S.'s new tariff policy is the prevention of origin fraud. Taiwan, of course, unequivocally opposes such fraudulent practices. In response, I have requested that the National Development Council(國家發展委員會) conduct an investigation within one week to determine whether companies funded by the National Development Fund(國發基金) are engaged in such practices. We must ensure that a few bad actors do not tarnish Taiwan's reputation on the global stage.
