川普總統的新關稅政策讓台灣正面臨嚴峻的挑戰。

本週一行政院院長卓榮泰邀請朝野黨團共商國是時,我就當面和卓榮泰說過,台灣民眾黨願意將國家利益置於第一位,也肯定卓榮泰願意到立法院進行專案報告。因此,本週二的院會,台灣民眾黨黨團即提案將卓榮泰專案報告列為第一案,行政院希望趕快三讀通過的《產業創新條例》則是第二案;然而,因為民進黨團的惡意杯葛、癱瘓國會,讓原本很快就能三讀通過的《產業創新條例》再次延宕。

面對美國的新關稅政策,核心的問題有二:首先,川普要追求的是什麼?再者,關鍵中的關鍵是,台灣要追求的是什麼?

當賴清德總統以總統的高度投書國際媒體,表示態度願意將對美關稅減至0(We are willing to further cut this rate to zero on the basis of reciprocity with the US.),對台灣而言,哪些產業可以因而獲益,又有哪些產業將遭逢嚴重衝擊,台灣政府追求什麼樣的平等互惠,是片面的配合美國,抑或是簽訂雙邊貿易協定(BTA),賴清德、卓榮泰都有責任向全體國人進行說明。

非常遺憾,卓榮泰雖然表示絕對不是片面改變,就是不願意表明簽訂BTA的態度。更讓我感到詫異的是,卓榮泰竟然還提及與美國所簽訂,但,在此次關稅政策中未扮演任何角色的「台美21世紀貿易倡議」,不禁令人質疑,卓榮泰是否到現在都還搞不清狀況?

當農漁民都對賴清德總統0關稅的態度感到憂心忡忡的同時,卓榮泰彷彿還沒有感受到基層的擔憂,依舊在高談闊論謹守WTO相關規範,但,真正的問題是,川普的新關稅政策哪裡有在理睬WTO的規範?台灣民眾黨的態度很清楚,農漁民的權益絕對不能被犧牲!

我所提到台灣的「三個什麼」:願意配合到什麼程度、可以爭取到什麼、還握有什麼籌碼,是暫緩期90天當中,行政部門應該要謹慎因應的重中之重。我也提醒卓榮泰,請民進黨政府不要忘了過去的蔡英文主席、鄭麗君立委分別說過:「國家對外貿易談判,事前、事中、事後均有國會參與是先進國家立法常態」、「不是只有事後的監督,而是在簽署之前的談判過程就要讓社會參與、協商」,既然行政院說有做衝擊影響評估,那就不應該在報告中完全都看不到,行政院應負起責任向台灣社會進行報告。

Trump's New Tariff Policy: A Wake-Up Call for Taiwan's Strategic Response

The newly announced tariff policy by former U.S. President Donald Trump presents serious challenges for Taiwan's economy, particularly for our farmers, fishermen, and export-driven industries. In response to these developments, Premier Cho Jung-tai(卓榮泰) convened a national affairs meeting on Monday, inviting cross-party representatives for dialogue. During the meeting, I expressed the Taiwan People's Party's firm commitment to placing national interest above partisan politics and commended Premier Cho's willingness to deliver a special report to the Legislative Yuan.

To ensure transparency and efficiency, the Taiwan People's Party(台灣民眾黨) immediately proposed placing Premier Cho's special report as the first agenda item for Tuesday's legislative session, followed by deliberation on the Industrial Innovation Guidelines(產業創新條例)-a bill the Executive Yuan has identified as essential and urgent for final approval in its third reading. Unfortunately, due to deliberate obstruction by the Democratic Progressive Party(DPP) caucus, the Industrial Innovation Guidelines were once again stalled, depriving Taiwan of a timely legislative response to mounting external pressures.

With Trump's tariff agenda looming, Taiwan must urgently confront two fundamental questions: What is Trump pursuing? And what is Taiwan pursuing?

President William Lai's recent op-ed in international media, in which he expressed a willingness to reduce tariffs on U.S. goods to zero-"We are willing to further cut this rate to zero on the basis of reciprocity with the US."-raises crucial strategic concerns. Which sectors stand to gain? Which will suffer severe losses? More importantly, what kind of reciprocity and mutual benefit is the administration truly seeking? Is this merely a unilateral concession, or a step toward a comprehensive Bilateral Trade Agreement(BTA) with the United States? These are not abstract diplomatic questions-they directly impact the livelihoods of Taiwan's citizens.

Both President Lai and Premier Cho owe the nation clear, honest answers. And yet, while Premier Cho asserts that unilateral tariff concessions are "absolutely not an option", he has conspicuously avoided clarifying his position on a BTA. Even more troubling is his invocation of the U.S.-Taiwan 21st-Century Trade(台美21世紀貿易倡議), which has no bearing on Trump's current tariff policy-suggesting a concerning misreading of the situation.

Meanwhile, anxiety continues to grow among Taiwan's agricultural and fishing communities, who view the President Lai's zero-tariff proposal with understandable alarm. Premier Cho's continued emphasis on WTO regulations is out of touch with reality-Trump's tariff strategy openly disregards WTO norms. Taiwan cannot afford to operate in a vacuum of idealism while our economic partners pursue hardline protectionism.

The Taiwan People's Party stands firm: We will not allow the rights and livelihoods of Taiwan's farmers and fishermen to become bargaining chips.

In light of this, I have posed three critical questions to the administration:

How far is Taiwan willing to cooperate?

What concrete benefits can we secure?

What leverage or bargaining chips does Taiwan actually have?

These questions must be addressed proactively during the 90-day grace period we currently face. I also reminded Premier Cho that the DPP government must not forget its own past positions. Former President Tsai Ing-wen(蔡英文) and Former Legislator Cheng Li-chun(鄭麗君) both advocated for full legislative participation in foreign trade negotiations, stating: "In advanced countries, legislative participation in foreign trade negotiations before, during, and after the process is the norm," and "It is not just post-signing supervision; the negotiation process must include social participation and consultation from the outset."

If the Executive Yuan claims it has already conducted impact assessments, then it must disclose them publicly. The government owes the Taiwanese people not just promises, but a transparent accounting of its plans, its reasoning, and its obligations. The time for evasion is over. The time for clarity and national unity is now.
