#國昌質詢 我持續追蹤如興弊案，然而，令我無法接受的是，遭台灣法院通緝的中國人孫瑒，目前竟然持續擔任如興公司的負責人，我肯定國發會劉鏡清主委在我當面告訴他此事後勇於任事，但，請問國發基金派任如興的董事是在睡覺嗎？

號稱綠能國家隊的聯合再生，經營績效慘淡無比已經讓國家蒙受巨大損失，沒想到的是，本應在台灣生產產品的國家隊，實際賣給土耳其的太陽能電池卻是從中國上海出貨，淪為中國太陽能模組的代理商，丟盡國家的臉！

我提醒劉主委，派任聯合再生的董事應發揮其功能，捍衛國家的政策立場，尤其這些都是公開資訊，而不是等到我質詢才「恍然大悟」。當全國對於洗產地的行徑深惡痛絕時，卻有國發基金投資的公司涉入其中，我要求國發基金應立即處理，不能繼續坐視不管。

I have been closely monitoring the scandal surrounding Roo Hsing Co.(如興). What I find utterly unacceptable is that Sun Yang(孫瑒),—a Chinese national who remains wanted by Taiwanese courts—continues to serve as the head of this company. I commend Minister Paul Liu(劉鏡清) of the National Development Council for taking swift responsibility after I brought this matter to his attention in person. However, I must ask: are the directors appointed by the National Development Fund(國發基金) to Roo Hsing Co. completely asleep at the wheel?

The so-called Green Energy National Team, represented by United Renewable Energy Co.(URE,聯合再生), has already inflicted substantial financial losses on the nation due to its consistently poor operational performance. Even more alarming is the revelation that this so-called national team, which is supposed to be manufacturing products domestically, has in fact been shipping solar cells from Shanghai, China, to Turkey. In doing so, it has effectively become a proxy for Chinese photovoltaic modules, severely undermining both Taiwan's industrial integrity and international credibility.

I urge Minister Liu to ensure that the directors appointed to URE fulfill their duties with diligence and loyalty to national policy objectives. These issues are not buried secrets—they are publicly available facts. It should not require my intervention for the responsible parties to "suddenly become aware" of these problems. In a time when the public sentiment overwhelmingly condemns the practice of origin laundering, it is entirely unacceptable for a company receiving capital from the National Development Fund to be complicit in such behavior.

I call on the National Development Fund to act immediately. Continued inaction would not only signal negligence but also a dangerous indifference to national interests.
