日前,我在經濟委員會公開揭露,國發基金挹注30億的綠能國家隊聯合再生,賣給土耳其的太陽能電池,竟然是從中國出貨,此外,還淪為中國太陽能模組的代理商,這就是標準的幫中國洗產地,丟盡台灣的臉!
除了綠能國家隊,前行政院副院長鄭文燦的好友,號稱安控國家隊的昇銳電子,涉嫌進口中國製監視器改標MIT並使用在台灣的國防軍事要塞,以及各大關鍵基礎設施上,令我訝異的是,這些公開資訊,卓榮泰、經濟部次長、國發會副主委通通沒掌握,整個內閣螺絲掉滿地,宛如失能。我要求針對此弊案,應全面進行徹查,並說明後續要如何處理,依法裁罰並追回其所獲得前瞻預算近千萬的補助,絕不能縱容不肖廠商,持續敗壞台灣信譽!
去年,我曾針對由民進黨英系權貴把持的力暘光電違法取得電業籌設許可弊案向卓榮泰提出質詢,當時,卓榮泰說會「依法處理」,然而,一年過去了,處理的進度卻是「0」,違法的行政處分為何沒有依法撤銷,卓榮泰不斷問A答B,這個問題真的有那麼難嗎?
終於,在我追問下,經濟部次長坦承經濟部有發函給台南市政府,但,台南市政府卻沒有回應。真相大白,原來是黃偉哲在拖延,意圖包庇力暘違法的電業籌設許可不被撤銷!
卓榮泰今天最後承諾經濟部會發函給台南市政府,我等著看,黃偉哲還打算包庇多久!

In response to the United States' stringent tariff policies, the Lai administration has issued numerous public statements, including a pledge to crack down on the practice of relabeling Chinese products as originating from other countries. Cho Jung-tai(卓榮泰) has even emphasized the importance of restoring the integrity of the "Made in Taiwan"(MIT) label—a goal that, in principle, enjoys broad public support. However, the critical question remains: Has the government truly delivered on this promise?
During a recent session of the Economics Committee(經濟委員會), I exposed a troubling revelation: United Renewable Energy Co.(URE,聯合再生)—a member of the so-called Green Energy National Team(綠能國家隊) and a recipient of NT$3 billion in funding from the National Development Fund(NDF, 國發基金)—has been shipping solar cells from China to Turkey and is now acting as an agent for Chinese-manufactured photovoltaic modules. This is a textbook case of facilitating product relabeling for China—an act that utterly disgraces Taiwan.
Unfortunately, the issue extends further. Hi Sharp Intelligence(昇銳電子), a company associated with Taiwan's Security National Team and reportedly linked to a close confidant of former Vice Premier Cheng Wen-tsan(鄭文燦), is suspected of importing surveillance equipment from China, repackaging it as MIT, and deploying it across sensitive national defense and critical infrastructure sites. What is deeply disturbing is that these facts—available in the public domain—were entirely unknown to Cho Jung-tai, Deputy Minister of Economic Affairs, and the National Development Council Deputy Minister. This raises serious concerns about the functionality and accountability of the entire cabinet.
I therefore call for an immediate and thorough investigation into this scandal. The government must clearly outline how it plans to address this breach and recover the nearly NT$10 million in subsidies awarded under the Forward-looking Infrastructure Development Program. We cannot allow unscrupulous enterprises to continue tarnishing Taiwan's international reputation.
This is not an isolated issue. Last year, I questioned Cho Jung-tai about the case involving Ysolar Group(力暘集團)—a company reportedly controlled by prominent members of the Tsai Ing-wen faction within the Democratic Progressive Party(DPP)—that illegally obtained a permit for electricity business operations. At the time, Cho Jung-tai assured us that the matter would be "handled according to the law." Yet, a full year later, the investigation’s status remains unchanged. Why hasn't the unlawful permit been revoked? Why does Cho Jung-tai continue to evade this straightforward legal question? Is this truly such a difficult issue to resolve?
After repeated questioning, the Deputy Minister finally acknowledged that the Ministry of Economic Affairs had sent a letter to the Tainan City Government, which has yet to respond. The truth is now apparent: Mayor Huang Wei-che(黃偉哲) is stalling the process in a clear attempt to shield Ysolar Group from facing legal consequences for its unauthorized permit.
Today, Cho Jung-tai pledged that the Ministry would send another letter to the Tainan City Government. I now wait to see how much longer Mayor Huang Wei-che intends to obstruct justice and protect those who flout the law.
