自去年11月底《國家通訊傳播委員會組織法》修正後，超過5個月行政院提不出新的主委提名人，到底是誰在癱瘓NCC運作，國人都看得很清楚。

鏡電視自申設起，政治黑手直接伸入NCC，如今三年過去，依法應進行評鑑，我提醒NCC，評鑑應依法好好做，不要再放水。評鑑的重點項目財務狀況，早在2022年就有兩位NCC委員提出不同意見書，直指問題核心，如同他們所示警，鏡電視20億的實收資本額早在2022年底燒乾，平均每個月要虧損5000萬，過去2年4個月營運資金從哪裡來，每年平均稅前淨損、股東權益占股本比、負債比、流動比、收入是否合乎評估，都應該徹查。

此外，包括洩密，以及當初鏡電視取得執照是有附負擔的，大股東陳泰銘都已向媒體證實股份已賣出，明顯違反附款，這些都應該好好查，不要讓鏡電視以為背後有民進黨在罩，就可以繼續為所欲為。

Since the amendment of the National Communications Commission Organization Act(國家通訊傳播委員會組織法) at the end of last November, more than five months have passed, yet the Executive Yuan has not proposed a new candidate for the NCC chairmanship. The continued delay is self-evident to the public, and it is increasingly clear where responsibility lies for the ongoing paralysis of the NCC's operations.

From the very inception of Mirror TV(鏡電視), political interference has deeply permeated the regulatory process. Three years have since passed, and as mandated by law, a comprehensive evaluation is now due. I hereby remind the NCC that this review must be conducted in strict accordance with legal standards, without favoritism, and with full transparency.

One of the most critical aspects of this evaluation is the company's financial health. As early as 2022, two NCC commissioners issued dissenting opinions that highlighted fundamental financial concerns. Their warnings were not unfounded: by the end of that same year, Mirror TV's NT$2 billion in paid-in capital had already been depleted, and the company was sustaining average monthly losses of NT$50 million. This raises a pressing question: Where have its operating funds come from over the past two years and four months?

A rigorous audit is imperative. The NCC must thoroughly investigate key financial indicators, including Mirror TV's annual average pre-tax net loss, shareholders' equity-to-capital ratio, debt ratio, liquidity ratio, and overall revenue structure.

In addition to financial scrutiny, allegations of information leaks and compliance with the conditions attached to Mirror TV's license acquisition must also be revisited. Notably, major shareholder Pierre Chen(陳泰銘) has publicly confirmed the sale of his shares, which constitutes a direct violation of the licensing terms. These issues cannot be overlooked. The NCC has a legal and moral obligation to uphold regulatory integrity.

Mirror TV must not operate under the illusion that political patronage from the Democratic Progressive Party affords it immunity. No entity is above the law, and the public deserves accountability, not impunity.
