Translation:
Under the Democratic Progressive Party(DPP) administration, concerns have emerged regarding the infiltration of the government by Chinese espionage networks. In a written statement, the Ministry of Justice pledged to trace the origins of such threats and enforce the law rigorously. However, according to a press release from the Taipei District Prosecutors Office concerning investigations into so-called "green spies," prosecutions have thus far been limited to charges of leaking confidential information. This raises a critical question: is the government deliberately narrowing the scope of the investigation—avoiding charges of establishing espionage networks on behalf of China—to minimize political fallout and limit exposure? Has the DPP adopted a "cutting the arrow" strategy* to contain the damage?
The case involving Ho Jen-chieh(何仁傑), a close aide to former Minister of Foreign Affairs Joseph Wu(吳釗燮), further highlights the gravity of the issue. Minister of Foreign Affairs Lin Chia-lung(林佳龍) acknowledged that security clearance protocols were not properly followed. Yet, in a reversal, the Ministry of Foreign Affairs later claimed that Ho Jen-chieh was not subject to such clearance requirements. The Personnel Headcounts of Central Government Agencies(行政院人事行政總處) echoed this logic in the case of Wu Shang-yu(吳尚雨), arguing that he, too, was exempt. If administrative bodies are granted full discretion to determine who undergoes security vetting, does this mean that senior DPP officials and their trusted aides—even those with access to sensitive information—can bypass standard national security procedures with impunity? When these individuals are later implicated in espionage, where does accountability lie?
Furthermore, Wu Shang-yu was dismissed from his post by the Presidential Office before any official law enforcement search or interrogation. This raises another pressing question: how did the Presidential Office acquire intelligence ahead of formal investigative action? While Minister Cheng Ming-chien stated that no advance notice was given, this discrepancy suggests the possibility of an undisclosed channel of information—one that must be scrutinized. Accordingly, I am formally filing a report and urging the Taipei District Prosecutors Office to initiate a separate investigation into this matter.
In parallel, I raised questions with the Judicial Yuan regarding the competence of the current military court and whether sentencing in such cases has been overly lenient. The Judicial Yuan responded that the court's judges possess the necessary expertise and that sentencing has remained consistent with the existing legal framework. It emphasized that decisions regarding increased penalties fall within the purview of the legislature.
Given this, I again asked the Ministry of Justice whether it supports imposing harsher penalties for leaking classified information to China.
While Fellow Deputy Minister of Justice Huang Shih-chieh(黃世杰) previously expressed personal support for tougher measures, Minister Cheng Ming-chien continues to emphasize the need for broader public consensus. Meanwhile, DPP legislators have yet to introduce legislation strengthening penalties for espionage-related offenses.
This begs a final and urgent question: does the DPP government genuinely possess the political will to defend Taiwan's national security?

*Cutting the arrow strategy(鋸箭法):A man pierced by an arrow sought a famed surgeon. The surgeon cut off the visible shaft and said, "My work is done."
The man cried, "But the arrowhead is still inside!"
Unmoved, the surgeon replied, "I treat what’s seen—seek a physician for what lies within." It means that challenges are frequently handled with surface-level solutions, leaving the deeper systemic issues unresolved.
