今天,林佳龍部長說,規範上不必,但以接觸的業務而言,他認為需要。既然連外交部長都覺得規範不妥,行政院也說要改革,共諜案爆發多久了,到底改革到哪裡去?
過去外交部常用「價值外交」作為外交業務推動的指導方針,去年外交部改提「總合外交」,並稱民主、和平、繁榮是三支柱,但無論是何者,絕對不包含「金錢外交」,我也繼續追蹤外交部是否要拿納稅錢,幫其他國家繳納中美洲銀行(CABEI)的股款?
可笑的是,林佳龍部長都說「總合外交」未包含「金錢外交」,但卻未否認要幫其他國家繳股款,還拿基於「國家利益」、「發揮國際影響力」話術辯護,我支持民主,也支持「價值外交」,但拿納稅錢幫其他國家繳納股款,這不是「金錢外交」,什麼是「金錢外交」?

Last month, Foreign Minister Lin Chia-lung(林佳龍) acknowledged that Ho Jen-chieh(何仁傑)—a close aide of former Foreign Minister Joseph Wu(吳釗燮) and a figure implicated in a Chinese espionage case—had not undergone the mandatory special security clearance. Yet, just two weeks later, Ministry of Foreign Affairs officials reversed course, claiming Ho was never required to undergo such vetting. Was the Minister misinformed, or was he improvising?
Today, Minister Lin clarified that while current regulations may not explicitly mandate such a security check, he personally believes it should have been required, given the sensitive nature of the position. His remarks highlight a troubling gap in the existing framework—one the Executive Yuan has pledged to address. However,since the espionage case came to light, tangible progress on reforms remains limited, with proposed changes still vague and unclear.
For years, the Ministry of Foreign Affairs championed "values-based diplomacy" as its guiding principle. Last year, it pivoted to a strategy of "Integrated Diplomacy(總合外交)," resting on the pillars of democracy, peace, and prosperity. Yet one principle has remained constant: an explicit rejection of "checkbook diplomacy(金錢外交)."
Despite this, I am investigating reports suggesting that the Ministry plans to use Taiwanese taxpayers' money to help other countries cover their membership fees in the Central American Bank for Economic Integration(CABEI). What's truly baffling is that Minister Lin insists such actions do not constitute checkbook diplomacy, despite not denying the existence of the plan itself. Instead, he frames the move as serving the "national interest" and "expanding international influence." I firmly support democracy and values-based diplomacy, but let's be clear: if using public funds to pay other nations' dues isn't checkbook diplomacy, then what is?
