虐童致死不僅天理難容,更引發社會極大的憤怒。在事後究責上,有民眾提案提高兒虐者刑罰,我詢問衛福部是否贊成?令人遺憾的是,作為兒少保護的主管機關,衛福部林靜儀次長卻不敢表達基本立場,一昧的將責任推給法務部,毫無基本擔當。
事前預防上,人民想知道,為何投入如此多經費的社會安全網接不住剴剴?去年3月,衛環委員會邀請衛福部報告剴剴案,當天民進黨團包含林月琴委員在內,發動議事杯葛,理由為主席王育敏委員身為兒福聯盟董事應利益迴避,但直到近期,外界才赫然發現原來林月琴委員也是剴剴案的外部督導,民進黨團有用相同的標準要求自己嗎?
根據《兒童及少年福利與權益保障法》第26條,居家托育服務中心的監督得委託專業機構或各地方政府自行辦理,以剴剴案為例,即是委託新北市大愛關懷協會進行監督,其外聘督導為林月琴委員。
關鍵的問題是,在剴剴案中,新北市大愛關懷協會及外部督導,有做到該有的監督職責嗎?今天林靜儀次長也坦承,做得不夠好,且外部督導權責不明,我要求衛福部應全面檢討,儘速界定外部督導的權責義務,不要再有下一個悲劇發生。

Earlier, I inquired with National Taiwan University Hospital(NTUH) superintendent Wu Ming-shiang(吳明賢) about the current status of emergency room congestion. He explained that, due to the recent severe wave of COVID-19, patient volume in the emergency department has significantly increased. I took this opportunity to express my heartfelt appreciation to all frontline healthcare workers and reaffirmed that the Taiwan People's Party caucus stands ready to fully support them in addressing their needs.
The tragic death of a child due to abuse is deeply heartbreaking and has ignited widespread public outrage. In the face of such a devastating loss, many citizens have called for stricter penalties for child abusers. I directly questioned the Ministry of Health and Welfare on whether it supports such proposals. Disappointingly, Deputy Health Minister Lin Ching-yi(林靜儀), representing the agency responsible for child protection, failed to offer a definitive stance. Instead, she deflected responsibility to the Ministry of Justice—an unacceptable display of evasion and lack of accountability.
Regarding prevention, the public has a right to ask: Why did Taiwan's social safety net—despite receiving substantial funding—fail to safeguard the life of a boy nicknamed Kai Kai(剴剴)? In March of last year, the Social Welfare and Environmental Hygiene Committee(社會福利及衛生環境委員會) requested a briefing from the Ministry of Health and Welfare on the Kai Kai case. On that day, members of the Democratic Progressive Party (DPP) caucus, including Legislator Legislator Lin Yueh-chin(林月琴), staged a legislative boycott, citing a conflict of interest because KMT Legislator Alicia Wang(王育敏) was a board member of the Child Welfare League Foundation.However, it has recently come to light that Legislator Lin Yueh-chin herself served as an external supervisor in the Kai Kai case. This raises a critical question: Did the DPP caucus apply the same ethical standards to themselves?
According to Article 26 of the Protection of Children and Youth Welfare and Rights Act(兒童及少年福利與權益保障法), oversight of home-based childcare service centers may be delegated to professional organizations or local governments. In Kai Kai's case, supervision was entrusted to the New Taipei City Da-ai Association(新北市大愛關懷協會), where DPP Legislator Lin Yueh-chinn served as an external supervisor.
The key issue now is whether the Da-ai Association—and its external supervisors—fulfilled their legal and moral obligations. Today, Deputy Health Minister Lin Ching-yi admitted shortcomings in their performance and acknowledged that the responsibilities of external supervisors remain poorly defined. I therefore urge the Ministry of Health and Welfare to immediately conduct a comprehensive review and establish clear, binding definitions for the duties and responsibilities of external supervisors. We must ensure that no child suffers such a preventable tragedy again.
