從去年11月至今，卓榮泰院長多次承諾重提NCC委員名單，卻一再跳票，到底行政院何時要把NCC委員名單送至立法院？今天龔明鑫秘書長也無法回答，作為行政院長，可以講話不算話到這種程度？

原先行政院所提4位NCC委員名單，有1位早因《國家通訊傳播委員會組織法》修正而不具資格，行政院有打算撤回名單嗎？立法院應該進行審查嗎？既然龔明鑫說，應該會更替，我要求行政院應負責任將名單撤回。

此外，針對今年度總預算，立法院已明確決議通刪對象為「中央各機關及所屬」，並未刪減地方政府之補助，且行政院去年發函至立法院的公文也承認，各地方政府一般性補助款為法定義務支出，結果卻被行政院違法剋扣，此一決策到底是由誰決定？應究責到底！

離譜的是，當我詢問若立法院通過決議要求行政院將違法剋扣的一般性補助款還給地方政府，行政院會執行嗎？龔明鑫完全不敢表態，臺灣還是憲政民主國家嗎？

Since last November, Premier Cho Jung-tai(卓榮泰) has repeatedly pledged to resubmit the list of National Communications Commission(NCC) commissioners, yet he has consistently failed to follow through. The public is left wondering: when will the Executive Yuan finally transmit the revised NCC commissioner list to the Legislative Yuan? Even today, Cabinet Secretary-General Kung Ming-hsin(龔明鑫) could not provide a definitive answer. Is this the level of accountability we can expect from the head of the Executive Yuan? Can he make promises without any intention of fulfilling them?

The original list submitted by the Executive Yuan includes one nominee who is now ineligible under the recently amended National Communications Commission Organization Act(國家通訊傳播委員會組織法). Given this, does the Executive Yuan intend to formally withdraw the outdated list? Should the Legislative Yuan proceed with reviewing a list that is no longer legally valid? Secretary-General Kung has acknowledged the need for replacements, so I urge the Executive Yuan to take responsibility and retract the list without further delay.

Furthermore, regarding this fiscal year's general budget, the Legislative Yuan has explicitly stated that budget cuts apply only to central government agencies and their affiliated institutions, not to subsidies for local governments. Official correspondence from the Executive Yuan to the Legislative Yuan last year confirms that general subsidies for local governments are mandatory expenditures. Despite this, the Executive Yuan has unlawfully withheld these funds. Who authorized this decision? This breach of fiscal legality demands full accountability.

Equally troubling is Secretary-General Kung Ming-hsin's evasiveness. When asked whether the Executive Yuan would comply with a Legislative Yuan resolution requiring the restoration of these withheld subsidies, he failed to provide a clear response. This is not merely a procedural issue—it strikes at the core of constitutional governance. One must ask: can Taiwan remain a functioning constitutional democracy when the Executive Yuan so openly disregards legislative decisions and legal obligations?
