去年，因為NCC委員名單僅剩3位，立法院凍結剩下NCC委員待遇，希望待補齊NCC委員再解凍，結果遲至今日，行政院尚未補提名單至立法院，NCC卻要求解凍，請問錢是要發給誰？

卓榮泰院長一再承諾提出NCC委員名單，卻一再跳票！去年11月19日，卓榮泰院長說，正緊鑼密鼓準備一份新的人選，上個月，卓榮泰再次說，4月底要提出人選，到現在人選都提不出，到底誰在癱瘓NCC？

我也請教NCC代理主委，原先行政院所提4位NCC委員名單，有1位早因《國家通訊傳播委員會組織法》修正而不具資格，行政院一方面不肯為符合資格的3位被提名人背書，卻也沒有撤回原提名名單，立法院應該啟動審查程序嗎？

面對卓榮泰的擺爛，今天NCC代理主委也很無奈，僅說個人沒有立場，我誠懇建議負責的交通委員會應有基本的態度。

Last year, after the National Communications Commission(NCC) committee was reduced to just three members, the Legislative Yuan froze the salaries of the remaining commissioners. This decision was made in the hope that the salaries would be unfrozen once the committee was fully staffed. However, to date, the Executive Yuan has yet to submit a new list of nominees to the Legislative Yuan, while the NCC is now requesting the release of those frozen funds. This raises a fundamental question: for whom is the money intended?

Premier Cho Jung-tai(卓榮泰) has repeatedly pledged to submit a new list of NCC nominees, yet he has consistently failed to follow through. On November 19 last year, Premier Cho stated that the selection process was actively underway. More recently, he promised to present the list by the end of April. It is now late May, and no names have been submitted. Who, then, is truly responsible for the current paralysis at the NCC?

In seeking clarity, I consulted the acting chairman of the NCC. Of the four original candidates put forward by the Executive Yuan, one has been disqualified due to amendments to the National Communications Commission Organization Act(國家通訊傳播委員會組織法). Yet, the Executive Yuan has taken no further action—neither endorsing the remaining three eligible candidates nor formally withdrawing the initial proposal. In this vacuum, should the Legislative Yuan take the initiative to begin the review process independently?

In light of Premier Cho's inaction, the acting NCC chairman offered no position—his response was one of helplessness, stating only that he had no personal stance on the matter. This situation is both untenable and unacceptable. I urge the Legislative Yuan's Transportation Committee(交通委員會) to adopt a clear and principled position. At a minimum, we must ensure that due process is respected, institutional accountability is upheld, and the integrity of the NCC is preserved.
