監察院違法濫用公務車引爆全國人民的怒火，嗣後監察院為了滅火，禁止以個人身分使用公務車，沒想到竟然有監委有臉出來說，不能使用公務車導致開會遲到，甚至嗆不是只有監察院有公務車，真的是何不食肉糜！考試院也有12部首長專用車，是如何使用的？

上一屆國會，考試院劉建忻秘書長被檢舉濫用公務車幫賴清德競選，於晚上9點出入青平台基金會大樓，當時賴清德競選幹部亦出入大樓。雖然劉秘書長堅稱，是拜會民間智庫，但公務車能否如此使用，全民心中都有一把尺。我也要求考試院提供今年派車單明細，讓外界監督。

今天審查《公務人員保障法》修法，在考試院的版本中，若職場霸凌的行為人為機關首長，處新臺幣一萬元以上一百萬元以下罰鍰。問題是，機關首長範圍非常限縮，比如先前衛福部爆發霸凌案的司長或是主秘將完全不適用，這真的合理嗎？

另外，今年4月《警察人員人事條例》修法已正式施行，提高警消的退休所得替代率，然而我接獲基層退消警消陳情，雖然法案已經施行，但退休所得替代率尚未依法調整，何時要執行？今天銓敘部承諾，相關準備工作預計年底以前完成，我希望銓敘部依法行政，給警消人員更好的照顧。

The Control Yuan's illegal abuse of government vehicles has sparked widespread public outrage. In response to the backlash, the Control Yuan has introduced a ban on the use of government vehicles for personal purposes. Yet, some members have openly expressed dissatisfaction with the new restrictions, complaining that they have led to delays in their official meetings and citing the fact that other agencies also have access to official cars. Such remarks highlight a troubling disconnect between these officials and the everyday realities faced by ordinary citizens.

Meanwhile, the Examination Yuan(考試院) also maintains a fleet of 12 government vehicles for senior officials. This raises further questions: How exactly are these vehicles being utilized?

During the last parliamentary session, Examination Yuan Secretary-General Jason Liu(劉建忻) faced serious allegations of misusing government vehicles to support Vice President William Lai's election campaign. He was reportedly seen arriving at and departing from the Taiwan Foundation for Future Generations(青平台基金會) building at 9 PM, accompanied by campaign staff. Although Liu claimed he was merely visiting a private think tank, public skepticism remains strong regarding the appropriateness of using government resources in such contexts. To ensure transparency and accountability, I have formally requested that the Examination Yuan disclose this year's detailed vehicle dispatch forms for all government vehicles.

Today, we are also reviewing the proposed amendment to the Civil Service Protection Act(公務人員保障法). The Examination Yuan's draft introduces fines ranging from NT$10,000 to NT$1,000,000 for workplace bullying perpetrated by department heads. However, the definition of "department head" in the current draft is excessively narrow, excluding department chiefs, secretaries, and other mid-level officials—precisely those involved in past workplace bullying cases, such as those at the Ministry of Health and Welfare. Is this limitation truly justifiable?

Moreover, the amendment to the Police Personnel Management Act(警察人員人事條例), officially enacted in April, seeks to enhance the pension of retirement income replacement rate for police officers and firefighters. Yet, I continue to receive complaints from retired personnel who have seen no changes in their pension benefits despite the law's passage. When will the promised adjustments be implemented? The Ministry of Civil Service(銓敘部) has assured us today that all necessary administrative preparations will be completed before the end of the year. I urge the Ministry to act swiftly and in full compliance with the law to deliver the support and dignity that our law enforcement officers and firefighters deserve.
