陳菊上任監察院長時，曾公開表示期許自己成為末代監察院長。但從陳菊上任至今，對廢除監察院有做任何準備嗎？近期更爆發監察委員違法濫用公務車，這有符合《監察院組織法》中所要求的清廉正直嗎？

結果，王增華副秘書長完全不敢正面回答，僅強調已移送紀律委員會。但從5月28日監察院發新聞稿稱要「立即啟動調查」至今，紀律委員會根本連開會都還沒開，監察院還要繼續官官相護到何時？

2012年，民間司改會曾開記者會展開「追緝惡檢」行動，控訴檢察官逼人認罪、押人取供的不當做為，當初主導行動的林峯正、顧立雄跟尤伯祥，也成為民進黨政府的高官，如今惡檢還有打算繼續追緝嗎？

依據《刑事訴訟法》及《檢察官倫理規範》，明定檢察官訊問時，不得用「強暴、脅迫、利誘、詐欺、疲勞訊問或其他不正方法」，但問題是，檢察官真的有在遵守嗎？

現任大法官尤伯祥過去曾主張偵訊室發生不法情事，公眾本來就有知的權利！而為了「逃離侏儸紀」，所以應該公開偵訊光碟，甚至曾任行政院政委的羅秉成也認為，公開偵訊光碟，有何不可？可笑的是，鄭銘謙部長直接打臉並不贊成，民進黨掌握權力後轉變之大，令人嘆為觀止。

我也播放一段錄音，詢問法務部，檢察官能夠這樣問案嗎？有符合法規嗎？

「你在講話講什麼顛三倒四的？」

「你在耍我是不是？」

「你在這邊玩什麼文字遊戲啊？」

「你之前兩天你就覺得反正你講什麼我就順順的讓你回家，你覺得今天還會這樣子嗎？」

「睜眼說瞎話！」

鄭部長僅稱有人請求就送個案評鑑，作為部長真的有在督導檢察官依法問案嗎？

When Chen Chu(陳菊) assumed the presidency of the Control Yuan(監察院), she publicly expressed her desire to be its final leader, signaling support for its eventual abolition. Yet, since taking office, no substantive action or clear roadmap toward dissolution has emerged. On the contrary, recent scandals reveal a deepening crisis of accountability within the institution itself.

Most recently, allegations surfaced that several Control Yuan members illegally misused government vehicles—a serious breach of conduct that violates the integrity and honesty mandated by the Act of the Control Yuan(監察院組織法). Deputy Secretary-General Wang Tseng-hua(王增華) sidestepped the issue, stating only that the matter was referred to the Disciplinary Committee. However, since the Control Yuan's May 28 press release promising an "immediate investigation," the committee has not convened a single meeting. How long will an institution tasked with overseeing public servants continue to shield its own?

This is not an isolated failure. In 2012, the Judicial Reform Foundation launched the "Tracking Rogue Prosecutors" campaign, condemning prosecutors for intimidation,coercive confessions and illegal detentions. Notably, campaign leaders like Lin Feng-jeng(林峯正), Wellington Koo(顧立雄), and Yu Po-hsiang(尤柏祥) later rose to senior positions in the Democratic Progressive Party(DPP) government. Yet, the question persists: Does a genuine commitment to eliminating prosecutorial abuse still exist, or has it been sacrificed for political expediency?

The Code of Criminal Procedure(刑事訴訟法) and Code of Conduct for Prosecutors explicitly prohibit violence, coercion, inducement, deception, prolonged or fatiguing interrogations, and other improper tactics. But are these rules enforced in practice?

Yu Po-hsiang, now a Constitutional Court Justice, once advocated for transparency in interrogation practices, famously calling for the public to "escape from Jurassic Island" by releasing interrogation footage. Similarly, former Minister without Portfolio Lo Ping-cheng(羅秉成) argued there was no valid reason to withhold such videos. Yet, Minister of Justice Cheng Ming-chien(鄭銘謙) has firmly opposed their release—a striking departure from the DPP's earlier reformist stance.

To highlight this concern, I presented an audio recording to the Ministry of Justice and asked whether the following interrogation language complied with legal standards:

“You're talking in circles—what nonsense is this?”

“Are you messing with me?”

“What kind of word game are you playing?”

“Two days ago, you thought you could say whatever and I'd let you go home. Do you think today will be the same?”

“You're lying through your teeth!”

These statements clearly convey intimidation, contempt, and psychological pressure—all explicitly prohibited under current legal frameworks. Yet, Minister Cheng's response was evasive, stating only that individual cases would be reviewed upon request. This raises serious doubts about the Ministry's commitment to addressing prosecutorial misconduct.Does a Ministry of Justice fail to confront misconduct decisively?
