法務部搞大內宣，說好萊塢大片將成真，要打造智慧安全監所。結果花了納稅人近29億的八德外役監新建統包工程案，不僅竣工日期一再延宕、缺失連連，甚至還遭審計部點名違法硬幹。

原預定應於2022年竣工的八德外役監新建統包工程案，工程卻一延再延！從去年6月矯正署長周輝煌承諾去年底會完工，今年法務部施政報告改口今年上半年完工，到周輝煌署長再次改口今年底才會完工，到底還要拖多久？

更誇張的是，今年6月審計部查核意見直指，該案缺失連連，根本無法發揮智慧監獄的功能！甚至，我去年現勘發現的三道門人臉辨識系統、監視器系統之缺失，至今都未改善完成。

為何不肖廠商膽敢如此擺爛？原來依據契約，廠商應付的違約金早已超過上限，但矯正署卻未有任何作為，繼續縱容廠商擺爛，連審計部都看不下去於報告中痛批，八德外役監未盡到主管機關職責。

此外，審計部更點出，八德外役監獄推動企業進駐興建作業技訓工場籌備計畫未依據《政府採購法》辦理明顯違法，但八德外役監沒有檢討就算了，竟然繼續硬拗自行認定合法，我要求法務部檢討並追究責任。

The Ministry of Justice once heralded its vision of a state-of-the-art, Hollywood-inspired high-tech prison with great fanfare. Yet, the NT$2.9 billion Bade Minimum-Security Prison Agency of Corrections(法務部矯正署八德外役監獄) project—substantially funded by taxpayers—has been marred by chronic delays, critical flaws, and serious legal violations, as flagged by the National Audit Office(審計部).

Initially slated for completion in 2022, the project has faced repeated setbacks. In June 2024, Director-general of the Agency of Corrections Chou Hui-huang(周輝煌) publicly pledged to complete the facility by year-end. However, the Ministry of Justice's report later shifted the timeline for completion by the first half of 2025—a deadline quietly abandoned. Now, Chou has pushed the completion date to the end of 2025. One must ask: how much longer will this project languish?

More alarming are the National Audit Office's findings from its June 2025 review, which exposed numerous unresolved deficiencies. Despite its "smart" prison branding, the facility fails to meet basic technological standards. During my on-site inspection last year, I witnessed malfunctioning facial recognition access systems with three primary steps and a compromised surveillance network—issues that remain unaddressed to this day.

Why has the contractor faced no consequences for such substandard performance? The answer lies in a critical oversight: the liquidated damages owed by the contractor have exceeded the contract's stipulated cap. Yet, the Agency of Corrections has taken no corrective action, effectively enabling continued underperformance. The National Audit Office issued a rare public rebuke, criticizing the agency for its failure to uphold supervisory responsibilities.

Compounding these issues, the National Audit Office revealed that the prison's efforts to invite businesses established on-site and constructed vocational training workshops violated the Government Procurement Act(政府採購法). Rather than acknowledging this legal breach and correcting course, prison authorities have doubled down, insisting—without evidence—that their actions were lawful.I urge the Ministry of Justice to launch a thorough investigation and hold those responsible accountable.
