有關內政部移民署近日要求陸配補繳放棄大陸戶籍證明,造成許多已在臺灣生活超過 20~30 年的陸配或其子女困擾一事,今天阿楷於司法委員會質詢時強調,這些 #陸配 同胞已經生活在台灣20到30年以上,不但是台灣人的配偶、台灣人的父母親,更早已是一個落地生根的台灣人。
阿楷現場要求陸委會及法務部應該協力做到以下幾點:
1. 凡於93年3月1日前已來台定居並取得身分證者,應予排除。
2. 由海基會先行清查是否仍具大陸戶籍或持有大陸護照,再請當事人申請放棄證明。
3. 針對因戶籍資料不可考等因素,致無法提出註銷證明者,得由當事人切結,並經法院公證。
4. 辦理期限應至少延長至少兩年。
5.政府應於北中南各辦相關說明會收集及澄清民眾疑慮。
移民署陳建成副署長現場表示,已經設立專線、專區提供民眾洽詢,並且會準備懶人包澄清民眾疑慮,後續也會提供相關資源供民眾辦理。
陸委會副主委梁文傑也承諾,願意就針對因戶籍資料不可考等因素,致無法提出註銷證明者,由當事人切結的方向進行處理;同時也答應,對於有特殊原因難以出示證明者,也非立即取消在台戶籍資格。
阿楷強調,很多來向阿楷陳情的,甚至是支持民進黨的青鳥、年輕人,有些是為他們的父母抱不平。
賴清德政府這樣擾民、為難國人,民進黨是在挖自己的根,也挖台灣民主自由的根!請官員們重新思考台灣自由民主的本質及價值,不該把政府當初的怠惰錯誤,過了20年後又再把責任推給民眾,該做的應該是便民而非擾民!

The recent requirement imposed by the Ministry of the Interior's Immigration Agency, mandating that spouses from Mainland China in Taiwan submit proof of renunciation of mainland household registration, has sparked considerable distress among spouses from Mainland China and their children who have been residing in Taiwan for 20 to 30 years. These individuals, who are deeply integrated into Taiwanese society, are not only spouses and parents of Taiwanese citizens but also long-standing residents who have established their lives in the country.
In response to this situation, legislator Chang Chi-kai(張啓楷) raised the issue during today's Judicial Committee inquiry, stressing the importance of considering the circumstances of individuals who have lived in Taiwan for decades. He pointed out that many of these individuals are not only integral members of Taiwanese society but also a part of the nation's democratic and social fabric. Chang called on the Mainland Affairs Council(MAC) and the Ministry of Justice to collaborate on the following measures:
Exemption for Long-Term Residents: Exclude individuals who settled in Taiwan and obtained their ID cards before March 1, 2004, from the requirement to submit proof of renunciation of mainland household registration.
Verification Process: Direct the Taiwan's Strait Exchange Foundation(SEF, 海基會) to first verify whether these individuals still hold mainland household registration or passports, and subsequently request them to apply for the renunciation certificates if necessary.
Alternative Documentation for Difficult Cases: Allow individuals who are unable to provide proof of renunciation due to untraceable mainland household registration records to submit a notarized declaration from a court, explaining the difficulty in obtaining such proof.
Extension of Processing Time: Propose an extension of at least two years for the processing period to give affected individuals sufficient time to comply with the new requirements.
Public Engagement: Organize policy briefings in northern, central, and southern Taiwan to address public concerns and clarify the procedures for affected individuals.
In response, Deputy Director-General Chen Chen-cheng(陳建成) of the Immigration Agency confirmed that the agency has already set up dedicated hotlines and service areas to assist the public. Additionally, simplified guides are being prepared to clarify the process and alleviate concerns.
Deputy Minister of the Mainland Affairs Council, Liang Wen-chieh(梁文傑),also expressed commitment to resolving the issue for those unable to provide cancellation proof due to difficulties in tracing household registration records. He assured that individuals with special circumstances would not face immediate revocation of their household registration in Taiwan.
Chang Chi-kai further emphasized that many of his constituents - especially younger individuals who support the Democratic Progressive Party(DPP)—have voiced dissatisfaction on behalf of their parents. Chang also strongly criticized President William Lai's administration for creating unnecessary inconvenience and hardship for its citizens, suggesting that such policies undermine the core values of Taiwan's democracy and freedom. Chang called for a reconsideration of the government's approach, urging officials to prioritize convenience for citizens rather than erecting bureaucratic barriers.
