新台幣近日狂升,對台灣造成重大衝擊,賴清德總統昨天親上火線表示,台美之間的談判不會提及匯率議題,然而,當我今天再次詢問卓榮泰院長行政院會不會遵守總統的承諾,卓榮泰卻無法承諾,所以賴清德是隨便講講嗎?
2023年10月關注司改議題的民間團體拜會賴清德總統候選人,賴清德當時承諾設置常設性的司法改革委員會,當我問卓榮泰政見會不會履行,卓榮泰不願正面回答,只說賴清德的政見一一在履行,那麼,常設性的司法改革委員會設在哪裡?
行政院給立法院的施政報告明載今年6月將發表兩公約第四次國家報告,然而,卓榮泰卻連自己的施政報告都不熟,什麼時候提出報告都無法回答,真是令人嘆為觀止。
更關鍵的問題是,政府每次花公帑找了一大堆專家學者針對國家報告進行審查,但,審查完後然後呢?2008年,當時民進黨立法院黨團的幹事長賴清德代表黨團針對民進黨執政沒有修正集遊惡法致歉,然而,17年過去了,廢除集遊惡法的承諾,迄今持續跳票。
在我的追問下,卓榮泰坦言目前沒有討論到廢集遊惡法,那麼,花人民的稅金找專家進行審查,專家表示集遊惡法違反公政公約,並數度質問、關切修法進度,民進黨不做就是不做,審查的意義究竟為何?更可笑的是,法務部部長鄭銘謙為了護主,繼續說要廣納意見,我只想問從2017年廣納意見迄今,還要拖多久?
中國對台灣的國家安全造成極大的威脅,成天恐嚇台灣要侵略台灣非常可惡,所以我主張修正《國家安全法》,洩密給中國應該要加重處罰,也欣見卓榮泰今天贊同我的看法,不像過去邱太三、柯建銘表示反對的立場。
我不斷推動訂定棄保潛逃罪和妨害司法公正罪,法務部每次說明進度都說已經提給行政院,然而,我今天問卓榮泰行政院到底何時會提案,卓榮泰還是繼續說「盡快」,2017年司改國是會議的決議,「盡快」到現在,到底還要拖多久?

Broken Promises and Perpetual Delays: A Call for Accountability in Taiwan's Governance
The recent surge of the New Taiwan Dollar has significantly impacted Taiwan's economy. President William Lai addressed the issue personally, declaring that exchange rate matters would not be discussed in Taiwan–U.S. negotiations. However, when I questioned Premier Cho Jung-tai(卓榮泰) today on whether the Executive Yuan would uphold the president Lai's position, he could not provide a firm commitment. This raises a fundamental question: was President Lai's statement mere political posturing without substance?
This is not an isolated case. In October 2023, during a meeting with civil society groups advocating for judicial reform, then-presidential candidate William Lai promised to establish a permanent Judicial Reform Committee. Yet when I pressed Premier Cho Jung-tai on the status of this policy, he offered only vague assurances that the president's promises were being fulfilled "one by one." But where is the committee? How long must we wait before this crucial reform takes shape?
Equally troubling is the Executive Yuan's apparent disconnect from its own commitments. Its recent policy report to the Legislative Yuan states that Taiwan will publish its ICCPR/ICESCR Fourthd National Reports in June. Yet Premier Cho appeared unfamiliar with this timeline and could not specify when the report would be released. This level of unpreparedness is deeply concerning.
Worse still is the ongoing cycle of spending public funds to commission national human rights reports and expert reviews, only for the government to ignore the resulting recommendations. A glaring example is the Assembly and Parade Act(集會遊行法). In 2008, when William Lai served as chief executive of the DPP legislative caucus, he apologized on behalf of the party for failing to amend this outdated, rights-infringing law. Yet, 17 years later, the Act remains unchanged.
After sustained questioning, Premier Cho finally admitted that there has been no internal discussion on repealing the Assembly and Parade Act, despite repeated expert findings that the law violates the The International Covenant on Civil and Political Rights(ICCPR). How can the government justify spending taxpayer money on expert consultations if it refuses to act on their conclusions? And how can Minister of Justice Cheng Ming-chien continue to claim they are "gathering opinions" after years of delay? Since 2017, how much longer does the government intend to "gather" before it acts?
Taiwan faces a very real threat from China, which continues to undermine our national security through threats of invasion. This is precisely why I have consistently advocated for amending the National Security Act(國家安全法) to impose tougher penalties on those who leak classified information to China. I am pleased that Premier Cho supports this position—unlike past officials such as then-Minister of Justice Chiu Tai-san(邱太三) and Democratic Progressive Party(DPP) caucus whip Ker Chien-ming(柯建銘), who opposed such amendments.
I have also called for the criminalization of bail-jumping(棄保潛逃) and perverting the course of justic(妨礙司法公正) —essential steps for strengthening the rule of law. The Ministry of Justice has repeatedly claimed that drafts have been submitted to the Executive Yuan. Yet when I asked Premier Cho when the legislation would be presented, I received the same hollow response: "as soon as possible." That same phrase was used during the 2017 National Affairs Conference on Judicial Reform. Years later, the question remains: how much longer must the public wait?
