毫無交通資歷的前文化部長史哲空降為高鐵董事長,引發社會譁然,高鐵工會更痛批是對專業經理人的侮辱!不僅如此,史哲還曾被揭露為霸凌下屬、濫用公務車接送推拿行程,只要有黨證,怎麼亂搞都還是能坐領高薪?

今天我請教交通部,史哲到底有何交通專業?陳彥伯次長無法正面回答,僅持續跳針「程序仍在進行中」,明明中央社已報導,行政院證實已經核定史哲出任高鐵董事長,還是國家通訊社放假訊息?

另外,桃園楊梅休息站設計不良,3年就發生13起車禍,造成7人死亡、23人受傷,然而,當今年1月發生4死車禍時,高公局才剛稱,入口路線設計及交通設施符合規範,今年3月隨即再度發生擦撞分隔島車禍,到底還要用多少人命,高公局才願意改革?

今天高公局說,去年11月有做改善,結果今年繼續發生死傷車禍,這些改善有用嗎?具體而言,依據高公局規定,水泥分隔島前應施作碰撞防護設施,結果高公局於前面加幾個交通桶,這真的有用嗎?何況,當初設計圖說明確劃應建置漸進式碰撞防護設施,為何未按照圖說施工?

The recent appointment of former Minister of Culture Shih Che(史哲) as Chairman of the Taiwan High-Speed Rail Corporation(THSRC) has sparked widespread public outrage. Critics highlight Shih's lack of experience in transportation, questioning the rationale for appointing him to lead one of the country's most technically complex and strategically vital infrastructure systems. The THSRC Labor Union issued a strong statement condemning the decision, calling it "an insult to professional managers" and a serious affront to the integrity of Taiwan's transportation sector.Concerns about Shih's suitability are compounded by past allegations, including accusations of workplace bullying and misuse of government vehicles for personal errands, such as massage appointments. This raises a critical question: does mere DPP party affiliation guarantee a high-ranking, high-paying post, regardless of qualifications or past conduct?

Today, I directly raised these concerns with the Ministry of Transportation(交通部), specifically asking Deputy Minister Chen Yen-po(陳彥伯) about Shih Che's qualifications in transportation. Rather than providing a substantive response, Deputy Minister Chen repeatedly deflected, stating only that "the process is still ongoing." This evasiveness contrasts sharply with a Central News Agency(CNA) report, which confirmed Shih's appointment based on information from the Executive Yuan. If the appointment is finalized, was the Central News Agency(中央通訊社) reporting inaccurately, or is the Ministry simply avoiding accountability?

In addition to this troubling appointment, public safety on Taiwan's freeways demands urgent attention—particularly the tragic case of the Yangmei Service Area in Taoyuan(桃園楊梅休息站). Over the past three years, this poorly designed section of roadway has seen 13 traffic accidents, resulting in seven deaths and 23 injuries. In January of this year, four lives were lost in a single crash, just days after the Freeway Bureau(交通部高速公路局) publicly claimed that the area's entrance design and traffic control facilities "met all required standards." Despite these assurances, another serious collision occurred in March, when a vehicle struck the median strip.How many more lives must be lost before Taiwan's transportation authorities implement genuine, evidence-based reforms?

The Freeway Bureau claims that "improvements" were implemented in November of the previous year. If these measures were effective, why do fatal accidents persist? Have these improvements undergone independent evaluation? More pressingly, what constitutes an "improvement" in the Bureau's view?
According to the Bureau's own safety guidelines, proper collision protection installations must be placed in front of fixed concrete medium strip. Yet, at Yangmei, only a handful of traffic cones were deployed—hardly sufficient to prevent or mitigate the impact of a high-speed crash. Moreover, the original engineering plans for the site clearly called for gradual-impact protecting facilities. Why were these not constructed as planned? Who made the decision to deviate from safety protocols, and what accountability measures are in place?
